Mayor Bowser Announces Key Appointments

(Washington, DC) – Today, Mayor Muriel Bowser announced a series of transitions and appointments in her Administration.

Mayor Bowser announced the retirement of DC Fire and Emergency Medical Services (DC FEMS) Chief Gregory Dean, effective September 18, 2020. During his outstanding five-and-a-half-year tenure, Chief Dean modernized the District’s fleet, transformed the cadet program, and spearheaded innovative community initiatives like the Hands on Hearts program, which has provided over 75,000 individuals with CPR training. Chief Dean also led the charge in improving the Emergency Medical Services, including the creation of the innovative Right Care Right Now Nurse Triage Line, which provides every caller to 911 with the most appropriate and responsible path to improved health outcomes. This year, Chief Dean helped oversee the transformation of firehouses into COVID-19 testing sites, allowing thousands of residents to get tested in their neighborhoods.

John Donnelly, to be Acting Chief of DC FEMS

Previously serving as Assistant Fire Chief, Chief Donnelly started his career with DC FEMS in 1992, having served as the Division Commander of Special Operations, Homeland Security, and Apparatus Division; and as a member of the Command Staff in Special Projects and Executive Officer Roles. In 2018, Chief Donnelly was promoted to the newly established Professional Development Bureau. Chief Donnelly is responsible for leading the Human Resources Division, which includes the Payroll and Compliance Offices, Professional Standards Division, Training Division and the Grants Office. Chief Donnelly serves on numerous committees supporting regional and national preparedness, including the International Association of Fire Chiefs Terrorism and Homeland Security Committee, as the Executive Director of the National Capitol Region Securing the City Program and the Metropolitan Washington Council of Government’s Fire Chief’s Committee.

Eugene Adams, to be Director of the Mayor’s Office of Legal Counsel

Director Adams served as Chief Judge of the Office of Administrative Hearings for the District of Columbia since 2015. Prior to that, he worked in the city’s Office of the Attorney General (OAG), where he held a number of management positions, including that of Chief Deputy AG (Principal Deputy Corporation Counsel). As OAG’s Chief Deputy for nearly 13 years, Judge Adams advised five Corporation Counsels/Attorneys General on the city’s important legal matters, generally oversaw day-to-day operations, including personnel, budget, labor negotiations and logistics; he maintained a portfolio of legal matters, handled special assignments from the AGs and provided institutional continuity to the office during his tenure. Judge Adams also worked as a Trial Attorney for the U.S. Equal Employment Opportunity Commission prior to his employment with the District. He is a graduate of Western High School (now the Duke Ellington School for the Performing Arts), Wesleyan University, and the University Of Connecticut School Of Law.

Deborah Carroll, to be Interim Chief Administrative Law Judge, Office of Administrative Hearings (OAH)

Deborah A. Carroll was appointed Administrative Law Judge at OAH in May 2017. Prior to this appointment, Judge Carroll served as the Director for the D.C. Department of Employment Services (DOES), where she spearheaded efforts to integrate workforce development and case management services across District agencies and develop and expand access to quality job driven programs, including Mayor Bowser’s Learn, Earn, Advance, and Prosper (LEAP) program. Additionally, Judge Carroll was the former interim Director and past Administrator for the DC Department of Human Services (DHS) Economic Security Administration. Prior to DOES and DHS, Judge Carroll joined the Office of the General Counsel for the DC Department of Human Services (DHS) in 2003, where she served as the Deputy General Counsel for DHS and served as principal attorney for the Economic Security Administration. Judge Carroll has a Bachelor of Science degree from Temple University and her Juris Doctorate from Temple University School of Law.
