Summary:
Request for names of all persons who are known to MPD to have been present at a house and lot at a certain location and the names of the people, if any, who have been charged. The request was for names not for documents which is an improper request under FOIA. Further, the information requested was subject to privacy interest and disclosing information would not contribute anything to public understanding of operations or activities of the government or the performance of MPD.
