Mayor Fenty Appoints Economic and Environmental Advisors to Serve on Inter-Municipal Agreement Negotiating Team

Mayor Adrian M. Fenty has named two senior policy advisors to the Inter-Municipal Agreement (IMA) Negotiating Team.  Robin Eve-Jasper, the Chief of Staff for the Deputy Mayor’s Office for Planning and Economic Development will serve as the Policy/Economic Development Advisor to the IMA.  The Policy/Environmental Technical Advisor for the IMA Negotiating Team will be Dr. Hamid Karimi, Deputy Director for Natural Resources for the District Department of the Environment.

The IMA Negotiating Team is in charge of negotiating the agreement between the District of Columbia and the surrounding jurisdictions for the use of the District’s Blue Plains Wastewater Treatment Plant.  Blue Plains is located in southwest and is the largest advanced wastewater treatment facility in the world.

The suburban jurisdictions pay the full cost of the use of Blue Plains ensuring that the District is not subsidizing the surrounding counties’ wastewater treatment costs.  The current IMA was agreed upon in 1985 and will be in effect until 2010.  Negotiations for the 2010 IMA began in 2006 and are ongoing.
