How does one apply for the block party permit?

    1. Go to the TOPS website at tops.ddot.dc.gov and register
    2. Please apply for “Block Party”, and enter information regarding the event (e.g. location, hours of operation);
    3. Please describe actual location;
    4. Select Dates and Hour;
    5. Please select all equipment that will be used in public space;
    6. If applicable select meters (rare cases);
    7. Input event location details;
    8. Will you block a (e.g. fire hydrant, metro entrance, loading zone); Documents Upload (you do have the option to submit in person);
    9. Input Permittee/Owner/Event Information;
    10. Tracking number will be assigned to your permit request.

What are the enhancement to the application process?

    1. Will allow the applicant to create a community / organization user account.
    2. Will allow the applicant to apply completely online through a web-based application.
    3. Will allow the applicant the ability to download and upload the petition list and any other required document for approval.
    4. The system will notify all reviewing agencies of new applications and all reviews will be approved electronically by DDOT, MPD, FEMS, and WMATA.
    5. The system will track any conflicting occupancy or construction permit already issued at same location (i.e. Block) for better coordination.
    6. Applicant will be able to print the permit from their home or office and print the 'Emergency No Parking' signs at any of the remote TOPS locations throughout the District.
    7. TOPS will provide the applicant with a 'Typical Traffic Control' plan.
    8. Will allow the applicant to return each year and resubmit new applications.
    9. Residents can apply in TOPS, and it is very user friendly;
    10. No cost to the applicant;
    11. DDOT has improved the turn-around timeline and applicants can apply, agency review, and render a decision within a (2) period. The old process took months, and had no concrete oversight. For example, by including the block party program into TOPS, DDOT can identify conflicts that may impact the traffic flow and/or pedestrian right-of-way;
    12. TOPS enables applicants and agencies to use less paper;
    13. 51% neighborhood signatures will be needed via Temporary Street Closure Petition; and
    14. Applicants have the option to print the no parking signs in our “One Stop Shop at 1100 4th Street SW, 2nd floor” and/or any Metropolitan Police Departments.
